Attended Trinity College Dublin, attained his medical degree in 1879.In 1885 he was appointed MOH in Delorain Tasmania. In 1901 he was appointed as MO for Yorke Peninsula, Australia.


He was married to Edith Charlotte Musgrave Belcher. She was the 'Mrs Dickenson' who is much cited by Emily Hobhouse.
