THE CONSCRIPTION ADVICE SERVICE PAPERS

When the Defence Amendment Act of 1983 was passed, establishing the Board for Religious Objection, it soon became obvious that information and help was required by conscripts who were largely ignorant of the Act.   They did not know whether they were eligible as religious objectors or how to apply to the Board.   For the vast majority, who were not eligible, help was needed in deciding how to cope with their situation under the Act.

People from the Conscientious Objectors Support Groups began establishing informal information and counselling services in various regions.   In subsequent years these services were co-ordinated into a loosely-knit national organisation, the Conscription Advice Service (CAS).   Local services are autonomous, but expertise and information pamphlets are shared between regions.

From the very beginning the advice service has been aware of two important operating principles:

-the necessity for the conscript himself to decide on his course of action.   CAS can provide information on the options (and the probable consequences of a proposed course of action) but it is not the counsellor's task to guide or influence the counsellee.   CAS is a non-directive counselling service;

-the need for counselling as well as information-giving.   Many young men, faced with the dilemma of military conscription, are unable to think clearly because of emotional turmoil.   The counsellor offers support for the person and a sympathetic listening ear.   Counsellors are trained both in elementary counselling techniques and in a basic knowledge of the laws affecting conscripts.   In all centres there are professionals (lawyers, doctors, clinical psychologists) for further referral if necessary.
