INTRODUCTION
This
collection was donated to the University of Cape Town Libraries in 1991 by Dr F
K Mitchell MBChB (UCT 1941) DPH (UCT 1946), former Medical Officer of Health of
the Divisional Council of the Cape, in Cape Town.
In
1973 ISCOR proposed extending their Pretoria Steel Works considerably. Their
application, in terms of the Atmospheric Pollution Prevention Act, was refused.
Iscor
lodged an Appeal, which was heard by a specially appointed Appeal Board, and
turned down.
The
members of this Appeal Board were Justice G Viljoen (Chairman), Prof S P
Jackson, Professor of Geography at the University of the Witwatersrand, and Dr
F.K.Mitchell.
This
Appeal, the first ever, remains the only Appeal to date to have been made in
terms of the Act. It is therefore of historical importance in the story of South
Africa's control Air Pollution.
