Douglas John Norton Malcomess was the Member of Parliament for East London North from November 1977 until August 1980, representing the N.R.P. and P.F.P. (from March until August 1980). He became the M.P. for Port Elizabeth Central in March 1981 representing the P.F.P., where he remained until the end of 1988.

He resigned as M.P. for East London North at the end of the Parliamentary Session in August 1980 as the result of a promise to his constituents that he would tender his resignation if he left the N.R.P.

He was outspoken in Parliament particularly on matters affecting individual members of his Constituency; Apartheid, the elderly, Defence Matters, Manpower, Labour, Health, Environment, and of course, Transport, for which he was the spokesman for the opposition. He was elected Chief Whip for the P.F.P. in May 1987.
