INTRODUCTION

Scouting started in South Africa in March 1908, seven months after the Experimental camp on Brownsea Island founded by Lord Robert Baden­Powell.

Between 1909 and 1922 scouting developed in provincial compartments, each affiliated to the Imperial Headquarters in London. There was no liason between them until 1922, when a South African Scout Council was formed. This was however only an advisory body without any executive power.            In 1936 South Africa was the first Commonwealth country to achieve autonomy, being registered with the Boy Scouts International Bureau, which controls world scouting and becoming a full member of the World Scout Conference . Four parallel Scout Associations were created - one each for Africans, Coloureds, Indians and Whites. Each Association was controlled by its own National Headquarters Council. From 1960 a national council called "Chief Scout-in-Council" was formed to maintain overall co-ordination and direction. This com­prised the Chief Scout and his Deputy, the Chief Commissioner of each of the four Associations and the heads of the Departments which pro­vide essential services, Training, Supplies, Communications, Develop­ment and Administration, to the four Associations.

In 1977 a new constitution was adopted which integrated all four associations into one organisation called the Boy Scouts of South Africa.
