INTRODUCTION

BIOGRAPHICAL NOTE

Sir Patrick Duncan was born on 21st December 1870, at Fortrie, Aberdeenshire. Educated at Edinburgh University and Balliol College, Oxford, he was appointed at the age of 23 to a post in the Revenue Department in London and later became private secretary to Sir Alfred Milner.  In March 1901 Lord Milner brought him to South Africa. Duncan was the senior member of the group known as Milner's Kindergarten.

During Milner's administration Duncan was appointed Colonial Secretary in the Transvaal and in 1906 became acting Lieutenant Governor of that Colony. In 1907, when the Transvaal obtained self‑. government, Duncan returned to England and was admitted to the bar at the Inner Temple. He returned to South Africa in 1908 and practised as a barrister in Johannesburg.

He was an active supporter of Closer Union and entered the first Union Parliament as member for Fordsburg.   He remained an active parliamentarian almost without a break from 1910 to 1936 and held office as Minister of the Interior, Education and Public Works in General Smuts' Cabinet from 1921‑1924, and in the coalition cabinet he was Minister of Mines from 1933‑1936.

In 1936 the Prime Minister, J.B.M. Hertzog, nominated Patrick Duncan as Governor‑‑General designate.   He spent some months in England and was invested with the Grand Cross of St. Michael and St. George by King George VI, and was made a Privy Councillor. Sir Patrick Duncan returned to South Africa in April 1937 to take up his post officially. In 1942 his terns of office was extended for a further five years. He died in Pretoria on 17th July 1943.  He married Alice Dold in 1916 and there were three sons and one daughter from the marriage.

THE COLLECTION

The Duncan Papers were presented to the University of Cape Town Libraries in 1966 by Sir Patrick Duncan's three surviving children, namely Patrick Duncan (deceased), John Duncan and Deborah Cowen, and number nearly 17,000 items.

The collection consists of the private and semi‑official papers of Sir Patrick Duncan and covers his career from 1901 to 1943. It shows his activities as Colonial Secretary of the Transvaal Colony and his involvement with the Closer Union movement, from 1901‑1910, and reflect his political and legal activities from 1910‑‑1943. There are letters from Lord Milner, Lord Selborne, Louis Botha, J.C. Smuts, Lionel Curtis, Philip Kerr, Sir Alfred Hennessy, Thomas Smartt, and many other South African politicians, and the British and Greek Royal families.  There is a large section of family and private papers in this collection, the most important group being the correspondence between Lady Mau,! Selborne and Sir Patrick, which numbers over 2 000 letters, covering the period 1907‑1943.

Total number of items 16 818. There are no restrictions on the use of the material, but permission must be obtained from the University Librarian.
